I'm not sure.  I was hoping to see something like

Copyright (C) 2004, 2007 Peter Arbor
This work may be redistributed under the terms of the
GNU GPL version 2 or later.

The freeland README comes close.

On a side note, is it intentional that the files in
some of the tarballs are all mode 0777?
