It should be done with this mail.  I also applied usertags to old bugs,
so we can have a complete view.  I hope to having missed nothing!

I think the usertags meanings are self-explicative.  'upstream' is the
only one I'm sure it's useless, but ATM it helps since with the list
user you can view all the bugs ;-)
