[pkg-fso-maint] Packaging Tichy for debian

First note that pkg-fso is only a temporary repository, eventually all
the packages end up in the normal Debian repository, and should be
packaged appropriately. This also means some responsibilities, such as
answering bug reports, but I guess that’s your intention.

I see that tichy has already a setup.py. If it’s done properly, the
debian/ directory, should be pretty simple. Have a look at 
http://pkg-fso.alioth.debian.org/debian/pool/main/p/pypennotes/pypennotes_0.3b-1.dsc
you can probably take the debian/ directory from there and just adjust
control, changelog and copyright.

Also, it is officially preferred to _not_ include the debian/ dir in
your released tarballs, but only in Debian source packages.

If you have a .dsc ready for review, drop me a note and I’ll upload it.
