I just figured they were just busy or had higher priorities.
Everything I know about upstream's thoughts are in that trac ticket.
You'll notice that the fix is linked from the ticket in the form of a
mailing list post with a description of adding two lines rather than
as an attached patch.  Somebody also said something about wanting it
to be a configuration option, although I don't know why.  The fix does
work for me and it's not very useful as a phone without it.

I only erred on the side of caution when I saw files not included.  I
just wanted my phone to work and don't really understand how these
files are used and when.
