You did not import the tarball openmoko-panel-plugin_0.6.orig.tar.gz
yet. To do so, you need to run
# pristine-tar commit openmoko-panel-plugin_0.6.orig.tar.gz upstream-dist
assuming the branch upstream-dist contains the contents of the tarball,
which you have created (and then renamed) with
# setup.py sdist
