This should be read /usr/bin/x-terminal-emulator [1], which should
be provided by every X terminal emulator software in Debian, try:

  # apt-get install x-terminal-emulator

Let's say that user has no session/window manager: if the user deletes
her/his ~/.xsession and there's no /usr/bin/x-terminal-emulator, then X
won't start anyway.  And AFAIK there's no way to test an X11
configuration without starting it :-(

This is a rescue option provided by Debian, while upstream X.Org relies
on /usr/bin/xterm IIRC.

I think that an x-terminal-emulator is one of the first thing people
should install on any X11 system: from a quick look, xvt [2] requires
only ~150kB, which is quite nothing.

If not a Depends:, x-terminal-emulator should be a Recommends:.
