[pkg-fso-maint] Proposed patch to fix verbose mode variable

Hi.

Here's a proposed patch to fix the VERBOSE variable never being used if
invoking with :
$ VERBOSE=true ./install.sh

It also takes into account CDEBOOTSTRAP_EXTRA_FLAGS in action debian.

Hope this helps.

P.S.: the wiki page would need an update about the new output of the
script for the instructions.
