I'm currently having a look @ fso-config package. I think it is
a good place for libphone-utils, but there is a circular dependency
problem:

fso-framworkd depends on python-phoneutils
python-phoneutils depends on libphone-utils
libphone-utils depends on fso-config
fso-config depends on fso-frameworkd

IMHO the last line is wrong, because the frameworkd should depend
on the configuration and not the other way around. I will change
this, if you agree.

Apart from this I'm not sure if the debconf part should be in the
library package or in the fso-config package. There are reasons for
both of them:

libphone-utils:
 * package which is using the config
fso-config:
 * package containing the config file

Next I enabled fso-usaged by default for gta01 and gta02 and added
it as dependency to the packages. It's supposed to be more stable.

I didn't do the same for fso-abyss so far.
Heiko: Do you think fso-abyss should be used by default?

Furthermore I moved the fso-config-general package from fso-frameworkd
to fso-config, which makes changes concerning all the config packages
easier.
