Yes it does, but this will work only if all applications using wifi
request wifi usage. Then wifi will be disabled once the last
application using wifi releases the ressource. But the scenario he
describes is that wifi is enabled globally and then wifi is
requested and released again, which results in a disabled wifi
ressource.
