Having newer standards-version should not influence cross-building or 
backporting.
And following debian policy is *required* for debian packages - since it is 
*the* way how debian archive is kept consistent and high-quality.

Please look through /usr/share/doc/debian-policy/upgrading-checklist.txt.gz 
file from the *latest* debian-policy package (now 3.8.3.0), apply whatever 
changes that are appropriate for your package, and then bump 
Standards-Version to 3.8.3

Sponsor only reviews and signs the upload, without changing whatever 
inside. At least that is what I do when I sponsor uploads.

If "sponsor" starts to fix packaging issues himself, then he is no longer a 
sponsor, but rather a co-maintainer - which is of course ok as well, but a 
bit different role :).
