just a remote guess: You switched from cdebootstrap to apt-get-in-chroot
for extra packages? This might have caused this. cdebootstrap installs
some small extra package that makes calls to invoke-rc.d to be a no-op.
This functionality might have gotten lost when switching to
apt-get-in-chroot.

Not sure what the cleanest work-around is. Probably diverting
invoke-rc.d away, replacing it by /bin/true and undoing it after the
apt-get run.
