This is my proposal how to fix this bug:

1. Drop "XS-Python-Version: 2.5". It was added only to work around 
debhelper bug (#547510), which is now fixed.
2. Add build dependency on python-all-dev; this is required to work 
around cython bug (#577143). As a result, Python extensions will be 
built for all supported Python versions.
