[pkg-fso-maint] zhone deactivating GPS while tangogps still using it?

This is likely caused by fso resource manager has no idea about hardware 
users that don't register the usage within fso?

There was a wrapper utility, don't remember the name (maybe fsoraw?), to 
workaround that.
