    Use prepared tarball instead of github tags
    
    Based on the assumption that the prepared tarball is less likely to
    change format than the github repo (which did so recently with a
    rearrange of submodules), use this in uscan instead.
    
    The URL used for uscan is a direct download which is not normally
    exposed to the masse.
