Alioth and the svn server are different hosts, and they each need the public
key.  There is no automatic transfer.  Just ssh to svn.debian.org (with your
password) and put your ssh public key in ~/.ssh/authorized_keys (or use scp
for it).

If you fill in your key on the web form, it takes some time before it can be
used, yes, although I think it should be only a few minutes.  Anyway, there is
no propagation from alioth to svn.debian.org, so waiting for that will take
long. ;-)
