Task Manager in Alioth

I tried to use it to keep track of issues and general lines which
block some subprojects, but the fact that deadlines are to be provided
and we are all voluntary contributors with variable free time, it has
proven to be useful only for keeping a hierarchical list of TODOs.

One per subproject, but I think here we shall use it only if we intend
to do some internal subprojects.

For specific package issues we have BTS and TODO files in the repository.

Examples of subprojects:
- compilations of textures fit for shooters
- compilations of textures fit for strategy games
- heuristic RFP/ITP bugs aimed at games search engine :-)
