I also think that given that there are a lot of small packages in Debian, down 
to the level of individual perl modules and such, a client/server split is 
not a danger leading to "archive clutter".

The long-time question though is, will the current dpkg database format scale 
up to a 6-digit number of packages? Already now, when installing small 
packages on my machine, it takes roughly about 20 times as long compared to 
just uncompressing the files.
This problem should be fixed on a dpkg level, I don't think that the ability 
to have split packages should be restricted by this.
