Of course it isn't needed, but I think it would be useful anyway.  Not for
signing packages into the archive, but for using gpg for e-mail communication.
Assuming I am a user of a package, and I want to communicate with "the
maintainers of package P", it's nice to be able to encrypt my messages to a
known key, and send it to a list.  That list must then decrypt it and encrypt
it with all the list member's addresses before sending it to them.

What this key would do is allow people to send encrypted e-mail without having
to find out who currently are the developers and getting all their keys.
Assuming encrypted e-mail is a good thing, such a key would be a good thing as
well.
