I saw this in one of the packages and made a script that checked that
automatically.

I know the old autobuilder had the possibility to add some
tests/policies that could be true only for a team, is svnbuildstat
able to do the same?

Not having the DGT email as Maintainer is an easily detected issue,
so, if svnbuildstat can do extra checks, we can add this check, too.

Also, about svnbuildstat and automatic checks and builds, I think it
would make sense for it so send periodic reports to the teams by
default, and team can opt out, if they so please.

I know for sure I would welcome such a periodic report for our
packages, like the 'your packages have rc bugs....bla bla' reports.
It could probably be safe to send an alert:
 - if a package fails to build and it hasn't been touched for more
than 1 day (maybe 3 days or 1 week, at most)
 - there's no Uploaders field and/or the Maintainer is not the DGT (1
days delay after last activity)
 - !!! add your proposal here !!!
