The API and Manual are under the non-DFSG CC-BY-SA-2.5 license. These 
files cannot be distributed through main.

Convincing upstream to use the CC-BY-SA-3.0 license would be the best 
way to resolve this, and would allow the API and manual to be 
distributed through main, otherwise, the API and manual will have to be 
distributed in non-free.
