Yes: the screenshots are being used like debian/control metadata.
GoPlay! is a graphical package browser that lets you navigate using the
debtags data, and displays the screenshot if there is one in
/usr/share/games/thumbnails/<packagename>.<extension> for a list of
valid extensions (currently everything seems to be PNG).

Putting the screenshots in the packages would mean you would need to
install the package to see it in the package browser, and the use-case
is more "I fancy playing a game, let's see what is available..."
