Maybe also use --enable-lowmem for this build. It disables some
functionality but saves memory and Wesnoth uses quite some memory.

It seems the --small-gui build switch was already not needed any more,
wesnoth --smallgui does exactly the same. I just removed the switch
upstream.
If there are other problems to get Wesnoth properly working on the neo
feel free to join the developers in #wesnoth-dev at irc.freenode.net.
