I've obviously missed that part of debian/copyright, sorry.

help/C/legal.xml, GFDL - that was the major problem:

There is a file gmameui.xml - very little content but content. It needs
to be documented even if shipped only in the source tarball. (I think
that it would be worth building with --enable-doc but that is your
decision.)
