Bug#572990: freeciv: FTBFS with binutils-gold

The upstream fix for this bug has just been released in Freeciv 2.2.4.

(The conditions where this bug bites are:
1. Socket option IPV6_V6ONLY defaults to on (as in Linux with
   net.ipv6.bindv6only=1);
2. "localhost" resolves to 127.0.0.1 but not ::1.

This caused the server to accept IPv6 connections, and the client to
only attempt to connect to 127.0.0.1 as "localhost".)
