question about .dds licensing

Hello

I have a question about the .dds format file (
http://en.wikipedia.org/wiki/DirectDraw_Surface) but I can't find much legal
information on DDS usage on the web. Is it compatible with the debian social
contract ? (http://www.debian.org/social_contract). I suppose yes, because I
found this plugin for gimp (http://packages.debian.org/fr/lenny/gimp-dds) in
the official package for debian
