At the end of each mission we can save the game. At the end of the first
act, there is a mission to transport units to the second act of the game.

If I play through the first act and then begin the second act, I begin
with 4950-5000 energy. If I load the savegame that starts the second
act (even the Autosave), I start with 0-4 energy. (I get the same
behaviour with 2.3.8-1~bpo60+1 from squeeze-backports.)

The problem is that repairing buildings and constructing units both
require energy, and I begin the second act under heavy fire. It looks
like the correct behaviour is for a saved start-of-act2 game to begin
with approx. 5000 energy if I ended act1 with lots of energy.

I will attach a tarball with two savegames to demonstrate the issue. To
reproduce using my savegames:

1) quit Warzone 2100
2) mv $HOME/.warzone2100-2.3 $HOME/.warzone2100-2.3.n
3) start Warzone 2100
4) quit Warzone 2100
5) tar -C $HOME/.warzone2100-2.3/savegame -xzf /path/to/saves.tar.gz
6) start Warzone 2100
7) load the savegame 22222
8) load any units onto the transport and go to the second act
9) press "Continue" at the save screen
10) note the amount of energy in the second act
11) load the savegame 11111
12) note the amount of energy in the second act
