New Branch for building Mame and Mess >= 0.144

Hello !
After a lot of thinking out, I branched out our packaging code in a
branch mess-only, where everything is built from the mess zip
distribution. Although not officially supported by upstream, building
mame from within the mess distribution works very well and allows to
throw out a bunch of duplicated code in debian/rules.

The only downside I see to this approach is that we have a new source
package "mess" instead of "mame" which mean more delays with the FTP
infranstructure.

If you want to check out the code and build mame and mess 0.144
packages, just follow the instructions at http://wiki.debian.org/MessDevel.

Right now the pacakges are created properly with cowbuilder, I will then
add the copyrights files for 0.144 and then we can think of an upload.
