Bug#642348: Copies shaders and filter binaries to ~/.config/bsnes

When bsnes starts, it copies a pile of files to ~/.config/bsnes,
including shaders and filter binaries.  I don't know if this occurs to
allow user customization, or because bsnes just wants to read them from
there.  However, ideally, I'd rather
have bsnes just read these from the system locations; if this occurs for
configurability, perhaps bsnes could try reading from ~/.config/bsnes
and fall back to the system location.

In lieu of that, if this only occurs because bsnes doesn't know how to
read from the system locations, symlinks would be nicer. :)
