Getting ready for a mame 0.145 upload

ok so I did the changes the suggested. From my point view mame 0.145 is
now ready to be uploaded !

It should also end up in Ubuntu for the Q release according to
https://wiki.ubuntu.com/QReleaseSchedule, provided we get it in Debian
before the 21th of June.

@jordi: could you maybe have a peek on the state of the package ?
If you feel the quality of the package is OK, then you can set the
DM-Upload-Allowed: yes field and I will do the upload for the next release.
according to:
http://wiki.debian.org/DebianMaintainer/Tutorial#Uploading_packages.
For this release I would prefer if you could do the upload.

BTW I will submit a bug report to the FTP masters to remove gmameui from
the archive, I asked the former uploader and the games team and no one
objected to that. gmameui crashes too often to be used in a reliable
way, and upstream has not seen a commit since three years.
