Installing xserver-xorg-video-ati does fix this.  It then correctly
autodetects the hardware and uses the radeon driver.  The odd
behaviour with the fallback vesa/fb driver is still a bit buggy
though.

Please feel free to reassign to a more appropriate package if
necessary, e.g. SDL, X, kernel.  And I'll be happy to provide
any further detail if needed.
