Mame 0.146-5 on the way

Hej People !

I am preparing an upload of mame with the following changes:

  [ Cesare Falco ]
  * Replace -march with -mtune=generic gcc flag for compatibility issues
    with older CPUs (LP: #1063993)

  [ Emmanuel Kasper ]
  * Add support for parallel building using DEB_BUILD_OPTIONS
  * Reorganize default paths:
       $HOME/.mame for ini file and output files
       $HOME/mame for data search paths

DEB_BUILD_OPTIONS gave me a lot of troubles in the beginning because it
turned into a kind of fork bomb and crashed my machine when using
pbuilder ...
Then I stopped to try to be clever and I just copied the snippet from de
Debian Policy and it worked alright.

Hopefully the package will be accepted into testing by the Debian ftp
masters who have just put the Freeze in Deep Freeze ...

Well if it does not end in Debian 7.0 at least Ubuntu will have it :)
