Yes they do: There was a mame package that had nplayers, so the replaces
added here need to stay in mame-extra:

Specifically << 0.147-1, which was the first version we published without
the file. Ie, mame-extra needs to get the replaces/breaks downgraded to
just 0.147.

I removed the breaks/replaces from mame, as they are not needed there.

You're right: no breaks/replaces are needed for the source package
transplant, so this commit had a few unwanted bits I'll revert in a
minute:

I think this is purely cosmetic and it's just going to add more work to
ftpmasters for no really good reason. However, you are the primary
maintainer for mame these days, so I guess it's up to you.

Also, it's not a big deal, but can you avoid ~ppa changelog versions in
git? I guess those are only needed when you submit stuff to launchpad,
right?
