I'm not aware of the best practices in Debian, so please explain this.

I guess 0.149 will take a couple of months to be released upstream;
I agree we need to settle things down, but we are not ready yet.
I don't think it's extra work to evolve things.

Not yet, but will prior to publish my updates. :)

Another matter I'd like to discuss: documentation.
Here's the content of docs/ in 0.148 with some remarks and my
opinion on keep/remove. Please add yours. :)

config.txt
mame.txt
They are in some way redundant with man page,
but have also other useful infos that don't fit in it.
Keep.

newvideo.txt
Somewhat technical, it makes little sense for the user.
Remove.

m6502.txt
nscsi.txt
Strictly technical infos, no sense at all for the user.
Remove.

imgtool.txt
It pertains one of the tools in mame-tools.
Move to mame-tools.

windows.txt (already excluded)
hlsl.txt
Windows-specific.
Remove.

license.txt (already excluded)
Remove according to Debian Policy.
