We're giving the ftp-masters some work to process the new binary package.
With 148, we'll give them even more work to process a new source package.
It's better for them to process both changes in the same go.

I was talking about 0.148, which as I understand it is mostly ready to
be uploaded?

I agree with all your remarks.

development oriented docs can be just kept in the source, so I'm fine with
all of this.
