Bug#737078: steam: use same config folder as upstream

Hi,

it seems that the “upstream” (from steam website) Debian package
defaults on using ~/.local/share/Steam as default config. It'd be nice
to have the same thing (instead of ~/.steam) in the steam package from
non-free, so both config can be shared.

Is there a reason to use .steam instead?
