Bug#754665: tatan: FTBFS on armel/armhf: error: module string is in file 'std/string.d' which cannot be read

The bug in libphobos-4.9-dev was not fixed by the latest upload so I
have reopened #755390. I'm still waiting for a response from the gcc
maintainer. Meanwhile I'm reverting the severity to serious again so
that this issue won't fall off the radar.
