My guess would be that it's a version of the resource files that is
somehow marked as network-compatible with the full game, but is missing
the parts that aren't necessary to run the server-side game (so it would
have server-side scripts, maps, and possibly 3D models if they're used
for collision detection, but no graphics or sounds).

Some games have a paid-for client and a gratis dedicated server, with
cut-down resource files in the latter (both to reduce the resource
consumption for server operators, and to make life a little more
difficult for would-be copyright infringers).
