Bug#800118: binary directory problems loading mods

hi Fabian.. sorry for the writing.. yeah i doit in hurry due the job load

well juggernaut does not need special engine (original purchased game)
and event if i packaged into a pak file does not make sense.. due you
remenber that with my firts build directly from upstream was working

juggernaut need that the base2q original complete game load! so the
complete game also must be loaded, this work with old behabior of the
yquake engine (of course due loads all the directories)

i understand that the old behabior does not permit that independen
content be loaded.. but also the new behabior does not permit external
content work!
