Updating Out of Date Package - Maintainer Not Responding

I'm the developer of this package:
https://tracker.debian.org/pkg/mupen64plus-qt

A new version was released nearly 4 months ago. I've attempted to email the maintainer around a month ago with no response. He does not seem to be active.

Is there a way I can get the package updated? All that should need to be done is bump the version and remove the patch for a bug that's been fixed.
