I think I have found the reason why Neverball fails to build from source
with libpng16. Apparently libpng-config was moved into a separate
package libpng16-devtools but libpng16-dev neither depends or recommends
this new package. However Neverball requires this tool for getting
information about installed png libraries, especially linking information.

I am not sure why this change has been made and I don't think it is very
useful. In my opinion libpng16-dev should either depend on
libpng16-devtools or the binaries should be moved into libpng16-dev
again. Just for the record: libsdl2-dev also includes sdl2-config which
I think is correct.
