Well, you have the answer in the posting you're referencing:
"1.10 was just released not too long ago. Many people still play 1.8 (there is a multiplayer setting), so offering both versions seems reasonable."

Some time ago, Rhonda was explaining me that it make sense to have both in #ubuntu-motu, but I'm not able to find it.
Anyway, she is subscribed to the bug report, so it's better to wait for her feedback.

  wesnoth-1.8 is the old stable version of Wesnoth. It's obsolete
  because wesnoth-1.10 is the latest stable version and has been synced
  to precise from Debian.
