(Freeciv developer here) Well, I can't reproduce the problem with an
equivalent version of Freeciv on a non-Unity system (Ubuntu Lucid), so I
suspect the problems (non-functional Alt-Enter + lack of access to main
menubar) are some interaction with Unity.

In fact I think they may be the same problem -- the Alt-Enter keystroke
for fullscreen works because it's on a menu, so if the menubar stops
being displayed when Freeciv goes full-screen, that keystroke will stop
working too.

  Running Freeciv-GTK under 12.04 with Unity.
  After using Alt-Enter to get into full-screen mode there is no way back.  Alt-Enter no longer works and critical menus can no longer be activated.
  Freeciv developers respond that bug is with Unity, not Freeciv.
