[pkg-ggz-maintainers] Bug#424137: libggzcore9: Translations should be in a -data package

Currently, installing libggzcore9 doesn't lead to any translation being 
installed. This is because the translations are shipped in ggzcore-bin 
while they are related to the library. As such, the translations should 
be moved to a separate -data package.
