server.cfg can specify a "createuser_script" value which is
executed by kopano-server. The default value is 
/usr/lib/kopano/userscripts/createuser, which in turn runs all in
{/usr,/etc}/lib/kopano/userscripts/createuser.d, systemd-style,
which in turn runs storeadm -C.

If any of those components are absent/fail, the store may not be there.

kopano-admin --details foo | grep -q "^Store GUID:"
