The imagemagick versions on sid and testing (squeeze) are the same right now.
On previous versions (lenny and older), all the coders were included
in a single package (libmagick10, for lenny). With the current
imagemagick packages, some coders were split from libmagickcore3 into
a new libmagickcore3-extra (to avoid some unnecessary dependencies
where there is no need for them).
One of these coders is the one for SVG; usually, problems related with
delegates when using SVG images are related to a missing
libmagickcore3-extra package.

perlmagick doesn't depend nor recommend libmagickcore3-extra so
probably you didn't have it installed.
I am almost sure that your tests will succeed if you have
libmagickcore3-extra installed.
