When I use metacity, there's about a 1cm gap at the top of my display
where it will _not_ let me move windows!

Here's my screen layout:

My guess is that this is a `feature' intended to stop people from
obscuring top-of-screen panels, but it's simply broken in this case.

You can always automask the panels, but they are designed to stay on the
screen when a window is maximed yes ... 
Perhaps using the fullscreen mode is an another solution ?
