GConf should load configuration also from /usr/local to support
installing non-packaged programs, similar to Perl and Python and their
support for /usr/local/lib/site-{perl,python} directories.

Adding the following lines in /etc/gconf/2/path (and /etc/gconf/1/path,
though I'm not submitting identical bug report for gconf1) should do the
trick:

xml:readonly:/usr/local/etc/gconf/gconf.xml.mandatory
xml:readonly:/usr/local/etc/gconf/gconf.xml.defaults

I'm not sure about the order, though.  Should the /usr/local entry come
before or after the one pointing to /etc?

Also, the directories mentioned above should propably be created in
postinst to indicate gconf schemas can be installed there.  In fact, if
gconf.xml.defaults directory does not exists,=20
'gconftool --makefile-install-rule' fails because it doesn't create
leading directories.  I believe this might be a bug in gconftool.

It's not a bug, /usr/local is not a default config dir on Debian.
