Justification: Policy 12.1.

The subject says all. Particularly annoying was running
'bonobo-slay --help' and see all my gnome application to disappear.

Curiously, libbonobo2-common installs
/usr/share/man/man1/bonobo-activation-server.1.gz which is a man page
for /usr/lib/bonobo-activation/bonobo-activation-server while
bonobo-activation package does not install anything other than the
copyright and the changelog.Debian.gz

I suppose there some kind of error in your debian/rules or something
similar. This bug really reports two distinct issues: spliting will be
up to you.
