Yes, I've been away on vacation for the past few days...

I'm not sure what a good name for this file would be.  The intention is for
it to be included by all /etc/init.d scripts to create the boot time
environment, including whatever locale one might want at boot time.
Perhaps /etc/default/daemon_environment ?

This still leaves the problem of clearing the environment before this file
can be sourced to set up the boot environment, of course.
