The change in base-config to do this seems to have led to
/etc/default/gdm being mode 600 after the sed -i. Was this intentional?

It also fails if locales manages to set
locales/default_environment_locale to None (I'm still investigating
why), since /etc/default/gdm contains '#LANG=' in that case, not
'LANG=<something>'.
